MARCHMONT VANE PARTNERS
Division 02 / Attestation & Continuity//0201整合性

Independent attestation that the record holds together, wherever it is told.

Continuity attestation for public disclosure, internal record and cross-entity messaging. The opinion addresses whether the account is internally consistent. It does not address whether the account is true; that determination lies outside the engagement and is not one this firm is retained to make.

Designation

Registered as Marchmont Vane LLP in each jurisdiction of admission. The name is carried from the 1988 combination of two smaller practices; the surviving order of the names follows a convention of the profession rather than the size of either firm.

MV-01Marchmont Bureau, founded 1974, wire-copy verification for two regional publishersPredecessor
MV-02Vane Research, founded 1981, retained fact-checking for three trade publishersPredecessor
MV-03Combined headcount at the 1988 combination14
MV-04Naming order at combination, set by founding partner seniority rather than headcountMarchmont first
MV-05First standing instruction, from the predecessor of the present parent1993
MV-06Jurisdictions of admission, current period19
MV-07Offices6
On the name. The 1988 combination merged Marchmont's four staff with Vane's ten. Convention in the profession orders a combined name by the seniority of the founding partner rather than by headcount; Marchmont had practised eleven years longer than Vane and is named first. Neither founder remains a partner. The order has not been revisited since.

Departments

Six functions, each auditing a separate failure mode. A finding may originate in any one and is reviewed by at least one other before it is logged.

01

Provenance & Attribution Standards

Every factual claim carried in a public document is traced to a locatable source inside the group's own record before the document clears review. A claim without a locatable source is not corrected; it is held, and the document is scheduled around it.

02

Replication & Reproducibility Testing

Where a division presents a figure as independently derived, this department attempts to reproduce it from the same underlying data a second time, without reference to the first result. A figure that cannot be reproduced twice is not published as independent; it is republished as internal.

03

Source Credibility Review

Maintains the register of named experts, cited studies and quoted third parties in active use across the group, cross-checked so that the same voice is not standing as an independent authority for two divisions in the same reporting period.

04

Continuous Revision Control

Tracks every correction issued group-wide against the version it corrects. A revision that resolves an inconsistency closes a finding. A revision that relocates the inconsistency to a document not yet reviewed opens a new one, logged against the process step, not against the author who drafted it.

05

Exposure Contingency Planning

Before a cross-divisional campaign runs, this department places its component statements next to each other in the order a hostile reader would find them, and drafts the remediation script in advance, so that one exists before it is needed rather than after.

06

Blind Spot Audit

Reviews this firm's own coverage for the gaps the other five departments are structurally unable to see, and does the same for CONDAMA Partners under a standing reciprocal arrangement. Reports to a reviewer external to the engagement it examines, never to the partner responsible for it.

Independence

Independence is assessed against the same five categories of threat recognised across the assurance profession, applied to narrative rather than to financial statements, and reviewed by the Blind Spot Audit department.

IN-01Self-interest, proportion of fee income derived from the client group100 per cent
IN-02Self-review, harmonisation advisory performed for a division before that division's account is attestedSeparated by protocol
IN-03Advisory to attestation fee ratio, cap65 per cent
IN-04Advisory to attestation fee ratio, actual, current period54 per cent
IN-05Advocacy, instances of representing a division's account to an external party before attesting its consistency3, current period
IN-06Familiarity, lead reviewer rotationEvery 5 years
IN-07Engagements declined on independence groundsNone to date
On the self-review threat. Where the harmonisation advisory that drafted a division's account and the attestation that later reviews it sit inside the same firm, the standard requires an information barrier between the two engagement teams. The barrier is in place. It has not required either team to change a conclusion the other had reached first, in any engagement to date.

Coverage

Opinions currently in force across the group's reporting divisions. An opinion is qualified where a finding remains open at the date of issue.

CV-08Divisions under standing instruction, of the group's principal publishing divisions9 of 12
On divisions not yet under instruction. Three divisions of the twelve are not currently under standing instruction, Meridian Bank, Meridian Assurance and Meridian Clearing, each of which is attested for its financial statements by CONDAMA Partners and has not extended the relationship to its public narrative. Onboarding is discussed under Engagement.

Case files

Findings are numbered on first identification and tracked to closure. Three from the current register, representative of the caseload.

CF-0231Mandate policy briefing, compliance-cost figure for a cited case, against Meridian Structuring's published cost for the same caseRemediated
CF-0447Consensus Institute Quarterly Confidence Index, response volatility for the governance advisory cohort, against ZorgCorp's investor letter, same cohort, same quarterOpen
CF-0512evil1 Academy curriculum note on documented outcomes, against Kessler Roe's careers page on placement reversalsUnder review
Finding Consensus Institute's Quarterly Confidence Index, page 3, states that response volatility across the governance advisory cohort fell 12 per cent following rollout. ZorgCorp's investor letter for the identical quarter, section 4, states that response volatility for the same cohort rose 3 per cent over the same window. Both figures are drawn from the same underlying panel of 1,400 respondents; the difference is not a difference in the population, only in which movement each document elected to describe. The recommendation is to harmonise both documents at their next scheduled revision. Until the revision is issued, the Consensus Institute figure is cited only in material that does not reach ZorgCorp's investors, and the ZorgCorp figure only in material that does. The finding remains open because a scheduled revision date has not yet been confirmed by either division.
Why remediated does not mean corrected. A finding is closed on remediation, and remediation is achieved when the two documents no longer disagree, regardless of which figure moves to meet the other. CF-0231 closed when Mandate's briefing was revised to match Meridian Structuring's published figure; Meridian Structuring's figure was not itself re-examined, because it was not the document in which the inconsistency was first observed.

Engagement

Three engagement types, priced against reconciliation volume rather than against document count, because a division's fifth contradictory statement is cheaper to catch than its first.

EN-01Pre-Publication Reconciliation, single campaign or filing, checked before releaseFixed fee
EN-02Standing Retainer, continuous monitoring, weekly reconciliation cycle38,000 EUR per month
EN-03Full-Group Attestation, annual opinion issued to the parentFixed fee, by group size
EN-04Onboarding for a division not currently under instructionIncluded in year one
EN-05Standing Retainer, annualised456,000 EUR
EN-06Average cost of remediating one externally discovered contradiction, full pathway1,150,000 EUR
EN-07Externally discovered contradictions avoided per year required to justify the retainer0.4
EN-08Expressed as frequencyOne avoided every 2.5 years
EN-09Standing Retainer clients who have cancelled to dateNone
The arithmetic. The Standing Retainer runs 38,000 EUR a month, or 456,000 EUR a year. The average cost of remediating a single externally discovered contradiction through the group's standard pathway is estimated at 1,150,000 EUR, comprising 450,000 EUR external counsel, 500,000 EUR the customary Ashcombe Partners engagement, and 200,000 EUR the Kessler Roe placement where a named officer becomes necessary. Dividing the retainer, 456,000 EUR, by the remediation cost, 1,150,000 EUR, gives 0.4, meaning the retainer pays for itself if it prevents one such event every two and a half years, one divided by 0.4. No division retained under the Standing Instruction has produced an externally discovered contradiction since onboarding.
Engagement terms. Retainer clients receive a weekly reconciliation pass across every public document issued in the period, a monthly findings log, and priority scheduling on the departments above. A finding raised against a retainer client is communicated to that division before it is communicated to any other, including CONDAMA Partners under the reciprocal arrangement. Hire this firm to avoid the fate of the divisions currently carrying an open finding.
